No subdivision shall be entitled to be recorded in the office of the County Recorder/Registrar of Titles nor shall it have any validity unless approved as provided in this chapter. The county shall not issue any building permits for any structure in any lot in a subdivision that has not received final approval pursuant to this chapter. The County Board shall not permit any improvements to be installed unless the preliminary plat is approved and shall expend no public monies for street or utility maintenance services until the approval of the final plat. The County Board shall not accept the dedication of any improvements prior to the approval of the final plat.
