All ordinances of the City of Carthage imposing any fine, penalty, imprisonment, or forfeiture, or making any appropriation, or that are otherwise required to be published, shall be published in pamphlet form pursuant to chapter 65, section 5/1-2-4, Illinois Compiled Statutes.
The City Clerk shall publish all such ordinances in pamphlet form and in no less than twelve (12) copies and make them available to the public at the Office of the City Clerk on the City Clerk's counter, and maintaining and replenishing said twelve (12) copies for thirty (30) days after the passage of any such ordinance.
