It shall be unlawful within the limits of the City for any person to operate or drive upon any of the public streets of the City any engine, tractor, caterpillar, truck or other similar vehicles, having metallic covered wheels, while such metallic covered wheels have attached or fixed thereto any metallic cleats or lugs or other similar metallic contrivances, in such manner as to come in contact with the surface of such street. This provision shall not apply to the operation on any street of such engine, tractor, caterpillar, truck or other similar vehicle used in the grading or ditching of such street. (Ord. 395, 3-3-1930)
