It shall be unlawful for any person to erect or hang any gate, door or other obstruction so as to open on or swing across any sidewalk in the City. It shall be the duty of every person occupying any premises in the City where there are gates or doors which open outward, existing prior to the effective date hereof, and when open form an obstruction to the free passage of any sidewalk, to cause such doors or gates to be kept closed except when being used in passing in or out of such premises.
