It shall be unlawful for any person to lead or drive any horse, mare or beast, or drive any wagon or other vehicle upon any sidewalk of the City except in crossing into premises occupied by such person or his employer, and then only at the proper crossing or to hitch or fasten any horse or other animal on or upon any improved sidewalk or so near to such walk that such horse or other animal shall get upon such walk; or to leave any horse, mare, beast of burden, team, wagon or other vehicle on or across any crossing of any streets or highway.
