The occupants of all lots, parts of lots, tracts or parcels of land within the City, whether laid or platted into lots or not, if occupied, and the owners thereof, if not occupied, in front of which the sidewalk is or may be improved shall keep the same free from all filth, ice, snow or any other impediment which may accumulate thereon; and shall without notice, remove the same within twelve (12) hours after accumulating. Any such occupant or owner neglecting or otherwise failing to comply with the requirements of this section in any respect shall be deemed guilty of a misdemeanor and subject to penalty, and shall be liable for the expenses of removing such accumulation by the Superintendent of Streets or in case of his absence, sickness or disability, then the same shall be removed by any person appointed by the Mayor, either before or after conviction.
