It shall be unlawful for any person within the City to sell or dispose of false weights or measures, any goods, groceries, grain, fruit or other article. Any person having charge of any scales who shall wilfully or through negligence and carelessness, give a false weight of anything weighed by him on such scales shall be deemed guilty of maintaining a nuisance and subject to penalty.
