The Mayor or such committee as he shall appoint from time to time, shall have the general supervision and control of the police, and may make such rules and regulations as to their duties as will promote the interest of the City, preserve the laws and enforce the provisions of this Code. He shall see that they discharge their duties and for any refusal or neglect of duty, drunkenness or improper conduct may discharge any and all policemen and appoint others in their place.
