The members of the Committee shall be of business and community leaders residing within the town and surrounding community and shall be citizens of recognized ability and good judgment and standing, who, in the opinion of the Board, can and will perform their official duties to the best interest of the town and the citizens of the town and surrounding community. All efforts will be extended by the Board to select individuals who are thus qualified and who represent the community of the town and county.
