§ 93.10 NOTIFICATION OF ABATEMENT.
   If a determination is made that such conditions constituting a public nuisance exist, the Town Manager or his or her designee shall give notice to the owner of the property upon which the conditions exist, that the nuisance must be abated within ten calendar days after the date such notice is mailed or posted. The notice shall be sent by first class, registered mail with return receipt requested, certified mail with return receipt requested, designated delivery service authorized under 26 U.S.C § 7502(f)(2) or any method permissible under G.S. § 1A-1, Rule 4 Process to the owner at his or her last known address; if, after exercising reasonable diligence, no owner can be ascertained and no person is in possession of the property, or if the certified notice is refused or unclaimed, then the notice shall be given by posting the notice conspicuously upon the subject property. The notice shall provide that a hearing on the notice be held at the date, time and place specified in the order, but no less that 13 days from the date the notice is mailed.
