(A) The Committee shall operate as a town appointed board virtually functioning as a department of the town. This would require an annual budget to be presented to the Town Manager. All funds shall be turned over to the town; the town shall maintain all financial records (revenues and expenses) of the Parks and Recreation Advisory Committee.

(B) The Committee shall keep full and accurate records of all meetings held and official action taken. All records and minutes of meetings shall be subject to town audit. In addition, the Committee shall furnish the Board of Commissioners each month a copy of the minutes of the previous meeting.

(C) Neither the Committee nor any person representing the Committee shall incur any financial liability in the name of the town, unless approved by the Town Manager or Board.
