The Board of Commissioners shall have the right to revoke any certificate of operation when it determines upon a hearing before the Board that any operator is violating any of the laws of the state or any ordinance of the town, or the operator is conducting himself or herself in a manner detrimental to the health, safety, and welfare of the community, or is violating any of the regulations set forth in this chapter.
