The entire sewer system, including all elements thereof up to and including the meters and meter vaults, pump stations, force mains, service laterals while on public property, but specifically excluding individual pumping stations, grease traps, and service laterals on private property, are the property of the town subject to encumbrances entered into by the Board. New lines installed by others must be properly conveyed to the town free of encumbrances in a manner satisfactory to the Town Attorney. No lines may be placed in service prior to the Town Attorney certifying as to the sufficiency of the transfer.
