No person shall, by violent conduct, disturb any police officer in the discharge of his or her duties; nor shall any person assault, strike or fight with any police officers in the discharge of his or her duties or permit such conduct in or upon any house or premises in the city owned or possessed by him or her or under his or her management and control. Abusive or vulgar language in the presence of an officer does not constitute a crime unless the language is directed at the officer and provokes a breach of the peace.
