Prior to operating a golf cart on public property within the Village of Carrollton corporate limits, the owner shall do all of the following:
(a) Have the golf cart inspected by a qualified inspection agency utilizing the Golf Cart/Under Speed Vehicle Inspection Sheet to ensure the golf cart is in compliance with the minimum standards of Section 379.03.
(b) Obtain and maintain proof of insurance coverage on the golf cart that meets state requirements for motor vehicles.
(c) With the approved Vehicle Inspection Sheet and Proof of Insurance, obtain a certificate of title and license plate for the golf cart.
(d) Present to the Village of Carrollton a copy of the approved vehicle inspection sheet and proof of insurance on the golf cart.

Whoever violates this chapter is guilty of a minor misdemeanor. If the offender previously has been convicted of or pleaded guilty to a violation of this chapter, the violator is guilty of a fourth degree misdemeanor. If the offender previously has been convicted of or plead guilty to two or more violations of this chapter, the violator is guilty of a third degree misdemeanor.
