No person, firm or corporation shall plant or set, nor in any way use the rights of way of Village thoroughfares, streets, alleys, public utility rights of way or curb strips for planting any trees or shrubs, without first obtaining the prior written approval of the Village Administrator and/or the Mayor and an authorized representative of any public utility having a right of way.
