Where a public water supply main is reasonably accessible, in the judgment of the Planning Commission, the subdivision shall be provided with a complete loop type water distribution system adequate to serve the area being platted, including a connection for each lot and fire hydrants spaced in accordance with the requirements of the National Board of Fire Underwriters. Where public water supply is not available within a reasonable distance, the average size of the lots shall be not less than 20,000 square feet.
