(A) A person shall not engage in any land disturbing activity or by any action cause or allow any soil, earth, sand, gravel, rock, stone, or other material to be deposited upon or to roll, flow, or wash upon or over the property of another in a manner to cause damage to the property, without the express written consent of the affected property owner.
(B) A person shall not engage in any land disturbing activity or by any action cause or allow any soil, earth, sand, gravel, rock, stone, or other material to be deposited or to roll, flow, or wash upon or over any publicly maintained street, street improvement, road, sewer, storm drain, watercourse, right-of-way, or any public property in a manner to damage or to interfere with the use of that property or that could result in degradation or contamination of soil or water resources.
(C) A person shall not allow materials to blow or spill over and upon any street, road, alley, or public property or adjacent private property.
