Any person required to comply with this chapter is required to enter into a surety agreement with the county and provide a suitable and adequate guaranty to the county in the form of an irrevocable letter of credit, or other security approved by the county. The surety shall be submitted to and approved by the county and in place prior to issuance of any grading permit for the site.
