In addition to any fee otherwise required for a marriage license, an additional fee of $25 shall be collected for each marriage license issued in this county, and the Clerk of the Circuit Court for Carroll County shall collect said fee and pay it over to the Department of the Comptroller, or its successor agency, for the county along with other moneys due the county from marriage license fees. The Clerk shall specify the number of licenses issued each time he or she forwards said moneys.
