§ 92.100 DEFINITIONS.
   (A)   Any words not defined herein shall have their generally accepted meaning.
   (B)   For the purpose of this subchapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
      COLLECTOR STREET. A street whose primary function is to carry traffic between local and arterial streets and serve the collection function for a system of access roads. It is not intended to serve the immediate access needs of individual properties. It is a public highway, usually serving moderate traffic volumes.
      CONTROLLED-ACCESS HIGHWAY. A highway designated as such herein; or a highway hereafter designated by the County Commissioners in accordance with this subchapter.
      EXISTING HIGHWAY. A highway actually open to traffic as of the date of adoption of this subchapter.
      EXPRESSWAY. A major highway of two or more traffic lanes in each direction that is designed to eliminate principal traffic hazards and has the following characteristics:
         (a)   A median divider separating opposing traffic lanes to eliminate head-on collisions and sideswiping;
         (b)   Grade separation structures to eliminate the conflict of cross streams of traffic at each intersection;
         (c)   Points of entrance and exit limited to predetermined locations;
         (d)   Vertical curves long enough to provide long sight distances; and
         (e)   Shoulders wide enough to permit vehicles to stop or park out of traffic lanes. An expressway is a controlled-access highway.
      FREEWAY. Same meaning as CONTROLLED- ACCESS HIGHWAY.
      MAJOR ARTERIAL HIGHWAYS. High-traffic type highways, other than expressways, which are on a continuous route, with a high degree of continuity, and which serve as the major carriers of through traffic for any given corridor. Arterials are primarily designed for through traffic but consideration is also made for access to adjacent properties. Partial control of access can be used to give preference to through traffic, but at grade intersections, channelizations or interchanges may be provided.
      PARKWAY. Same meaning as CONTROLLED- ACCESS HIGHWAY.
      PROPOSED HIGHWAY. A planned highway not open to traffic.
