No permit shall be issued unless the applicant for the permit shall have certified that the applicant has or will comply with all the requirements of Md. Code, Public Utilities Article, Title 12. The contractor shall maintain sufficient clearance from gas, water, telephone, cable, and other facilities so such utilities will not be damaged or existing services interfered with.
