§ 92.016 PERMIT REQUIRED.
   Unless otherwise specifically exempted, it shall be unlawful for any person to do or cause to be made any excavation, directly or indirectly, on or in any road or to place, deposit, or leave upon any road any dirt or other excavated material obstructing or tending to interfere with the free use thereof, or to place, leave, or park any equipment, machinery, or vehicle obstructing or tending to interfere with the free use thereof unless such person shall first have obtained a permit therefor from the County Commissioners as herein provided. Permit fees for any and all permits shall be determined by the County Commissioners. As used herein,”tending to interfere with free use thereof” shall not mean impeding or tending to impede traffic or the free use thereof for a period less than four hours at any given time.
