The requirements of this chapter shall apply to:
(A) All new structures, excluding single- and two-family dwellings;
(B) Existing structures at such time renovations or additions to that structure increase the volume in cubic feet of that structure; and
(C) Existing structures at such time as the occupancy hazard classification number (OHCN) is reclassified to a more hazardous class (lower OHCN). Reclassification of the OHCN may be caused by a change in use, renovations, additions, or change in contents of the structure.
