(A) There is hereby created a Carroll County Planning Commission, hereinafter referred to as the “Planning Commission”.
(B) Its territorial jurisdiction shall extend over the county, but shall not include incorporated municipalities lying within the county, except to the extent that either:
(1) The governing bodies of such municipalities are currently participating in a county-wide program, in which case any resolutions to this effect from such municipal corporations accepted by the legislative body of the county are hereby reaffirmed along with applicable plans, ordinances, regulations, or other official documents adopted pursuant thereto; or
(2) Where the governing bodies of a municipality may hereinafter request and the legislative body of the county accept a resolution that plans and regulations of the county-wide program be made to include the municipality as a part of the county.
