It shall be unlawful for any person to permit or allow a discarded refrigerator or freezer or one not in use to remain in any place accessible to children unless the latching or locking mechanism on the door of the same has been removed, or unless the doors of the same are bolted and locked in such manner that it is impossible to open the same by the use of hands.
