§ 10-10-19 EFFECT OF PARTIAL INVALIDITY. 
   If any section, division, clause or phrase of this article shall be deemed to be unconstitutional or otherwise invalid, the validity of the remaining sections, divisions, clauses and phrases shall not be affected.
