The Village Treasurer, prior to September 1 of each year, shall prepare and file with the Village Clerk an account of all moneys received and expenditures incurred during the preceding fiscal year as prescribed by statute. A copy of the annual account of the Treasurer shall also be filed with the County Collector of Taxes who collects taxes levied by the village, together with an affidavit of the Village Clerk certifying its publication as required by law and its correctness.
