All carnival workers must be qualified and receive a Village of Carol Stream carnival worker permit and wear the photo identification prominently when working at the carnival. No carnival employee without a village carnival worker permit will be permitted to work on the premises. No carnival worker permit may be issued to any person who:
(A) Is a registered child sex offender;
(B) Has been convicted of a felony in the past five years;
(C) Has been convicted of any other crime involving moral turpitude or violence; or
(D) Is identified as a known gang member in the Illinois State Police LEADS system.
