The term
WEEDS, as used in this article, shall mean and include any annual or perennial herbaceous plant, of volunteer growth, which is not cultivated or specifically grown for human food; any high or rank growth that may conceal filthy deposits or constitute a fire hazard when dry, or any non-cultivated plant which reaches a height of eight inches.
