Unless the driver of the motor vehicle cited for an automated traffic law violation received a uniform traffic citation from a police officer at the time of the violation, the owner of the motor vehicle is subject to a penalty of $100 per violation. In the event that such penalty is not paid within 21 days after service of a violation notice, the penalty shall increase to $200.
