Any motor vehicle that is not reclaimed within 30 days after the expiration of the time during which the owner may seek judicial review of the Hearing Officers decision or, if judicial review is sought, the time at which a final judgment is rendered in favor of the village; or the time a final administrative decision is rendered against any owner, lessee or lienholder of record who fails to appear at the hearing, may be disposed of as abandoned and unclaimed as provided by law; provided that, where proceedings have been instituted under state or federal forfeiture laws, the village may not dispose of the vehicle, except as consistent with the forfeiture proceedings.
