(A) A weight limit of 10,000 pounds shall be placed on the following streets:

(B) The Village Manager is authorized to grant variation from the weight limit imposed in division (A) above to the following uses upon application by the affected party:
(1) To garbage truck routes which could not otherwise provide service; and
(2) To construction traffic; provided:
(a) Such traffic conforms to Subsection E-79-6, “Use of Residential Streets as Construction Haul Roads”, Section B-Engineering, Chapter 1 - Community Development of the Administrative Procedures Manual of the Village of Carol Stream;
(b) There is no alternate route onto a higher structural strength street;
(c) The shortest distance from an approved highway is used; and
(d) Usage between March 1 and May 1 is limited to only when necessary.
