(A) The provisions of this article shall be interpreted to be cumulative of, and to impose limitations in addition to, all other ordinances, laws, codes and regulations in existence or which may be passed governing any subject matter of this article. To the greatest extent possible, the provisions of this article shall be construed to be consistent with, and not in conflict with, the provisions of such other ordinances, laws, codes and regulations, and with each other, to the end that all such provisions may be given their fullest application.
(B) This article is not intended to modify or repeal any other ordinance, rule, regulation or other provision of law. Where any provision of this article imposes restrictions different from those imposed by any other ordinance, rule, regulation or other provision of law, whichever provision is more restrictive or imposes higher protective standards for human health or the environment shall control.
