Whenever a user has violated or continues to violate any provision of this chapter, an individual or general wastewater discharge permit, or order issued hereunder, or any pretreatment standard or requirement, water service to the user may be discontinued. Service shall not be discontinued until a minimum of five days notice has been given to the user. Such notice shall advise that upon written request received prior to the expiration of the five days period, the user will be given an opportunity to be heard as to why service should not be discontinued. If service is discontinued, service will recommence at the user's expense, only after the user has satisfactorily demonstrated its ability to comply and paid outstanding costs, fees, and penalties.
