§ 13-3-20 PAYMENT OF PREVIOUS CHARGES PRIOR TO COMMENCEMENT OF NEW SERVICE.
   No person owing water charges and moving to other premises where there are water connections or where connections shall afterwards be made shall be supplied with water until such charges in arrears are paid in full.
