All water supplied to consumers by the village shall be supplied through meters and, whenever possible, outfitted with an automatic meter reading device to digitally transmit the usage data. However, where it is temporarily impractical to set a meter and/or automatic meter reading device, the use and consumption of water shall be governed by other applicable provisions of this chapter.
