§ 13-3-1 TAMPERING WITH WATER SYSTEM - UNLAWFULLY TURNING ON WATER SUPPLY.
   (A)   It shall be unlawful for any person not duly authorized by the Director of Public Works to tamper with, alter or injure any part of the village water system including but not limited to shutoff boxes, valves, fire hydrants, meters, or automatic meter reading devices.
   (B)   It shall be unlawful for any person to take any water from any valve, faucet, pipe, fire hydrant or any other portion of the village water system, except where such person has received permission from the Director of Public Works or made application for the use of water and received permission from the Director of Finance.
   (C)   Any person who violates any provision of this section, in addition to the penalties set forth in § 13-3-32, shall be liable for the cost of all water used at the then applicable rate and for the cost of repairs to the village water system so damaged or injured.
