In addition to any other penalty, any person or licensee violating any provision of this article upon conviction thereof shall be fined not less than $500 nor more than $1,000 for each such offense. Each failure to collect the tax imposed hereby or each failure to pay such tax over to the Village of Carol Stream shall constitute a separate violation hereof.
