Except as provided herein, the words and terms used within this article shall have the same meanings as ascribed to them as set forth herein or as set forth in Article 5, Construction of Facilities in the Rights-of-Way of this Chapter 12.
GRANTEE. Any person allowed to construct facilities in the rights-of-way pursuant to a franchise, license or permit granted by the village.
