The Board of Commissioners may declare any street or part thereof a play street and shall place appropriate signs or devices in the roadway. Whenever authorized signs are erected indicating any street or part thereof as a play street, barricades are placed and the street is closed to all traffic; no person shall drive a vehicle on the street or portion thereof except drivers of vehicles having business or whose residences are within the closed area, and then any driver shall exercise the greatest care in driving on the street or portion thereof.
