Those streets and parts of streets described in Traffic Schedule XXIII are hereby declared to be through streets for the purpose of this section. When yield right-of-way signs are placed, erected or installed on streets, roads or highways intersecting a through street at the entrance thereto, or at the enhance of any intersection, every driver of a motor vehicle shall, in obedience to the sign, slow down and yield the right-of-way to any vehicle in movement on the main-traveled or through street which is approaching so as to arrive at the intersection at approximately the same time as the vehicle entering the through street.
