§ 71.01 POWERS AND DUTIES OF DIRECTOR OF PUBLIC WORKS.
   (A)   It shall be the duty of the Director of Public Works, whenever authorized and directed by an order of the Board of Commissioners, to do the following:
      (1)   Erect and place or cause to be erected and placed proper signs and markers or other traffic-warning devices or traffic-control devices of any kind indicating limited or prohibited parking, angle parking, parking of official vehicles, parking of public service vehicles, one-way streets, restricted speed areas, yield right-of-way intersections, through or arterial streets, stop intersections, U-turns, hazardous intersections, turning at intersections, safety zones, play streets, school zones, hospital zones, loading and unloading zones, quiet zones, traffic-control signals exhibiting colored lights or the words “go,” “caution” or “stop,” and other signs, markers or devices indicating the place and manner of operating or parking vehicles within the corporate limits of the town;
      (2)   Mark off or cause to be marked off bus stops, and to erect or cause to be erected signs prohibiting the parking of vehicles in the bus stops;
      (3)   Erect or cause to be erected signs indicating truck routes and the parking of vehicles of various weights and sizes;
      (4)   Mark off or cause to be marked off traffic lanes and parts of streets indicating the direction and flow of traffic thereon;
      (5)   Erect or place or cause to be erected or placed signs, markers or devices indicating the flow of pedestrian traffic; and
      (6)   Erect or cause to be erected all other signs, markers or devices on any street in the town indicating the manner in which vehicles shall be operated or parked.
   (B)   The existence of the signs, markers or devices at any place within the corporate limits shall be prima facie evidence that the signs, markers or devices were erected or placed by authority of the Board of Commissioners, and in accordance with the provisions of this section.
