It shall be unlawful for any person to do any act forbidden in this title or to fail to perform any tractor, trailer, bicycle, buggy, cart or other type of machine or conveyance, or any person riding or driving or leading any animal on any of the public streets of the town shall be subject to the provisions of this title, except those provisions of this title which by their very nature can have no application.
