The collection and disposal of garbage, trash and refuse and other solid waste is hereby declared to be a municipal function of the town, as a protection of the public health. The police powers of the town shall be invoked when necessary for the enforcement of this chapter. In addition, the town may collect and dispose of refuse, as it deems necessary; provided, that such disposal shall be an approved method of incineration (not open burning) or by landfill and daily cover.
