3-5-4: ISSUANCE OF PERMIT:
If the city council is of the opinion that the issuance of a permit is not detrimental to the health, safety and welfare of the city, it may issue a permit to the applicant. The vote to issue a permit shall be as for any resolution. No more than one permit per pool shall be issued for each block. The permit shall be issued by the city clerk. (Ord. 762, 9-6-1960)
