Any municipality listed in exhibit 1, attached to ordinance 1114, on file in the office of the city clerk, which passes an ordinance on or prior to May 4, 1987, authorizing the execution of an agency agreement (the "agency agreement") substantially in the form attached to ordinance 1114 as exhibit 2, shall be authorized to become an initial member of the municipal power agency, as defined and provided by the agency agreement; or any municipality listed which passes an ordinance after that date authorizing the execution of an agency agreement (the "agency agreement") substantially in the form attached to ordinance 1114 as exhibit 2 and any supplement to the agency agreement substantially in the form attached to ordinance 1114 as exhibit 3, shall be approved as a member of the municipal power agency, as defined and provided by the agency agreement.
