11-1-1: DEFINITIONS:
ALLEY: A strip of land, not less than fifteen feet (15') nor more than twenty five feet (25') in width, along the side of or in the rear of properties, intended to provide access to those properties.
BUILDING LINE: A line within a lot or other parcel of land, so designated on the plat of the proposed subdivision.
COLLECTOR STREETS: Those which are used to carry traffic from minor streets to major streets and highways, including the principal entrance streets to a residential development and circulation streets within such development.
CROSSWALKWAY: A strip of land dedicated to public use which is reserved across a block to provide pedestrian access to adjacent areas.
CUL-DE-SAC: A street having one open end and being permanently terminated by a vehicle turnaround.
MARGINAL ACCESS STREET: A minor street which is parallel to and adjacent to primary streets and highways, and which provides access to abutting properties and protection to local traffic from fast, through moving traffic on the primary streets.
MINOR STREET: A street intended primarily as access to abutting properties.
PRIMARY OR MAJOR STREET: A street of considerable continuity which serves or is intended to serve as a major traffic artery between the various sections of the city of Carmi.
PUBLIC STREET: All primary, secondary and minor streets which are shown on the subdivision plat and are to be dedicated for public use.
SECONDARY OR COLLECTOR STREET: A street which carries traffic from minor streets to the primary street system, including the principal entrance streets of residential developments and streets for circulation within such a development.
STREET: An area other than an alley which serves or is intended to serve as a vehicular and pedestrian access to abutting lands or to other streets.
STREET WIDTH: The shortest distance between lines of lots delineating the public street.
SUBDIVIDER: The person or persons responsible for carrying out all appropriate requirements outlined in this chapter for the subdividing of land.
SUBDIVISION: Either: a) the division of land into two (2) or more lots, sites or parcels of three (3) acres or less in area; b) the establishment or dedication of a road, highway, street or alley through a tract of land regardless of its area; or c) the resubdivision of land heretofore divided or platted into lots, sites, or parcels; provided, however, that the sale or exchange of parcels of land to or between adjoining property owners, where such sale or exchange does not create additional lots, shall not be considered a "subdivision".
UTILITY EASEMENT: A grant by a property owner for the use of a strip of land by the city of Carmi or any private utility for the purpose of installing lines underground or poles aboveground for electricity, telephone, storm water and sanitary sewer, or gas or other utility. (Ord. 1078, 8-20-1984)
