There is hereby established an executive department of the City to be known and designated as the Combined Waterworks and Sewerage Department, and there shall be placed in charge of the general management and control thereof an appropriate City official, who shall be appointed by the Mayor with the approval of the City Council, it being hereby determined and declared that the establishment of said department and the appointment of said City official as aforesaid is necessary and expedient for the best interests of the City. All necessary employees of said department shall likewise be appointed by the Mayor with the approval of the City Council. (Ord. 521, 9-17-1945; amd. 2006 Code)
