The service of any customer in which an electric meter has been tampered with, in any attempt to cause inaccurate metering, shall be immediately discontinued. Such service shall be reconnected after payment of a penalty by the user to the city of Carmi, as may be established at the sole discretion of the city, on first offense, two hundred dollars ($200.00) to three hundred dollars ($300.00) and second offense, four hundred dollars ($400.00) to five hundred dollars ($500.00).
